As far as I can tell, they are suggested by whomever wants to post an idea and example for a theme, and whether other people catch on to it, and repeat it... or let it languish.

Some start in the morning, some are suggested the previous evening to get a flying start...

I don't think it is anything official, sanctioned, or particularly organized.
